Duties include assisting in the development of a Civil Environment framework, managing the Incident Development process, and supporting the development of detailed MEL/MIL. The SME will provide expert guidance on civil resilience considerations for training and exercises, ensuring incidents and scenarios reflect host nation capacities, vulnerabilities, and responsibilities in maintaining societal stability. The SME will collaborate with other SMEs to integrate civil resilience aspects into exercise design, including risk mitigation, continuity planning, and coordination with governmental and non-governmental actors.

Provides specialized guidance on legal considerations for NATO training exercises, ensuring scenarios reflect international law frameworks and NATO policies. Collaborates with exercise developers to integrate legal considerations into incident design and military actions. Possesses a minimum of three years of experience in international law, with a focus on LOAC, IHL, and human rights law. Must have an active NATO or U.S. SECRET or higher security clearance.
